For the past 39 years, Anna has been a public official in service to the residents of San Mateo, Santa Clara and Santa Cruz Counties.
As a San Mateo County Supervisor for 10 years, Anna led the establishment of the Health Plan of San Mateo, took on the AIDS crisis to save lives, preserved thousands of acres of open space and protected the most vulnerable citizens.
Anna was elected to Congress in what has been dubbed “The Year of the Woman.” She was the first Democrat and first woman in the history of the District to win her Silicon Valley Congressional District, then the 14th Congressional District (CD).
As a Member of Congress, Anna has been a health care pioneer, a champion of new medical research and groundbreaking cures, a human rights and consumer advocate and a staunch proponent of clean energy innovation and the environment.
She cares deeply about her constituents and commutes home weekly to be with them … in person when safe and on her weekly Telephone Town Hall Meetings in every community. Last year she hosted a virtual Town Hall with Dr. Anthony S. Fauci, the nation's top infectious disease expert, with over 2,000 constituents participating. Anna looks forward to returning to in-person Town Hall Meetings once public gatherings are safe and our public health crisis is behind us.

Anna is the first woman in the history of the U.S. Congress to Chair the Health Subcommittee of the Energy and Commerce Committee. As Chair of this powerful committee, she has worked to end the COVID-19 pandemic and produced legislation to lower the price of prescription drugs, eliminate racial and social inequities in health care delivery and build on the success of the Affordable Care Act by adding 4 million enrollees to the plan.
Anna’s health care work has been and continues to be incredibly prescient, impactful and life-saving.
Anna authored the Pandemic and All-Hazards Preparedness Act “to improve the Nation’s public health and medical preparedness and response capabilities for emergencies, whether deliberate, accidental, or natural.” This Act established the Biomedical Advanced Research and Development Authority (BARDA) which played a major role in helping private sector innovators rapidly develop and deploy lifesaving COVID-19 vaccines.
Anna’s fought for and secured historic investments in new medical research to fight the most aggressive, recalcitrant diseases, such as pancreatic, liver and ovarian cancer, and most recently amyotrophic lateral sclerosis (ALS). In a November 4, 2021 hearing of the Health Subcommittee, she challenged, “Is there anyone who dares to vote no?” for the Accelerating Access to Critical Therapies (ACT) for ALS. President Biden signed the bill into law on December 23, 2021, giving hope to the ALS community.
As Chair of the Health Subcommittee, Anna oversaw the largest overhaul of Medicare since its inception, including reforms to lower prescription drug costs by enabling Medicare to directly negotiate drug prices, just as the Veterans Administration has for years, and cap out-of-pocket costs on seniors’ prescription drugs.

Anna is recognized as a national leader on technology policy and was named one of the most powerful women in Silicon Valley by the Mercury News. She’s championed Net Neutrality and is the author of the electronic signature bill that has streamlined digital transactions.
Anna has written what academic experts call the strongest and most comprehensive privacy legislation in Congress to safeguard personal information and hold companies accountable for violating individual privacy. She’s also a leader in combating the spread of disinformation and extremism on social media platforms that amplify hatred and incite violence.

She doggedly advocated her entire career for the U.S. to officially recognize the 1915 slaughter of an estimated 1.5 million Armenians as a genocide. Finally, in 2019, she adroitly seized an opportunity to pass the House Resolution recognizing the genocide and succeeded, ending over 100 years of official silence by the U.S.

Anna is a first generation American whose parents fled their homelands for freedom from religious and ethnic persecution, and for the promise of America. They instilled in Anna a deep love and respect for America, our Constitution, and our democratic ideals of equality and justice for all.

Climate and protecting the environment are my single greatest passion. I was speaking against the Keystone pipeline and I stood with the Standing Rock Sioux Tribe in their opposition to the Dakota Access Pipeline - we have to protect and preserve. I was also speaking against the PUC push to gut California’s solar program by ending the incentives currently in place. We have to go clean and go green!
I will always push to choose wisely, as therein lies the opportunity for us to leave a clean, just, thriving world for our children and for us. America must continue to be the beacon of light and hope, trailblazing the path of revolution and justice for so many others in this world.

Millions of family-sustaining jobs: Whether replacing lead pipes, expanding railways, or manufacturing wind turbines, millions of workers will lead the transition to a new green economy.
☆ Climate sanity: We have to transition to a clean energy economy. By investing in smart grids for renewable energy distribution, encouraging energy-efficient manufacturing, and expanding low-emissions public transit, to reduce climate pollution.
☆ Clean air and water: A Green New Deal would replace lead pipes, clean up hazardous waste sites, and reduce toxic air and water pollution from oil, gas, and coal. Those benefiting the most would be the communities of color and low-income families who today endure disproportionate exposure to toxins.
☆ Lower costs: We need to help working class families slash their energy bills and reduce their transit costs by offering more energy-efficient homes, access to affordable wind and solar power, and more reliable options for affordable public transportation.
☆ We must promote and create jobs in a clean-tech economy in order to prevent a planetary catastrophe. Clean air, chemical free food and water standards are a basic necessity of America. We need investments in policies and projects that would change the way we design buildings, travel and eat.
I’m an immigrant myself. I came to the US on a student visa, and this country has been absolutely incredible for me. I support DACA, and I believe we need to honor President Obama’s program. If people play by the rules, we need to keep our promises and give them a place in this country. I don’t want these DACA kids to be living in a world where their future is in question. I supported the Biden administration move to extend Title 42: Migrants attempted to cross the U.S.-Mexico border at the highest level in two decades.
Immigrants are the strength of this country. It sickens me to see the human rights violations committed against them at the southern border, the atrocities of detention camps, and the cruel separation of families that follows deportation. Hearing of unconsented medical procedures upon migrant women in ICE detention centers is shocking! I will do everything in my power to prevent such abominations from occurring in our country. First and foremost, I will fight to protect immigrant rights in our justice system, and help ingrain them into our economy under a legal and equitable standing.
To make immigration more effective, I will strive to address any ongoing issues with our H-1B visa program and to restore it to its original intent: protecting all workers from systemic abuses by profit-driven companies and increasing the pool of talented and high-skilled foreign workers that will further America’s economic success.
We also need to help immigrants take essential steps towards becoming permanent residents. Immigrants are beneficial both socially and economically to America; we need immigration visa reform, including HR 1044, that will increase opportunities for qualified individuals to achieve permanent residency and citizenship in a timely manner.

In Congress, I will fiercely protect our democracy, safeguard voting rights, protect the integrity of our elections and purge dark money from our political system. Here is my agenda to protect our democracy:
☆ Stop the dark tainted money of corporate interests from influencing elections and subverting our democracy.
☆ End Citizens United.
☆ Push for free and fair elections on all fronts.
☆ Ensure voting is easily accessible while ensuring deceased voters and voters who moved have been taken off the voter rolls, mitigating any attempts at voter fraud.
☆ Allow a Voting Day public holiday and allow for a vote-by-mail electoral process.
☆ Continue the support of efforts like Proposition 18 in 2020, to allow 17 year-olds to register to vote if they were 18 years old by the general election.

Climate Policy
Climate change is the single biggest national security threat for the United States and the single biggest threat to worldwide industrialized civilization. We are already seeing the impact climate change is having here in California. Wildfires devastate our communities, leaving families in hardships and ruin.
I think about the future and the state we will leave this world in. It worries me. As our world continues to change, we need to create a system that prepares today’s generation and future generations to come. We are tasking these young individuals to solve imperative climate challenges that the world has never witnessed before.
We must act now to combat the effects of climate change in order to give the next generation a chance to succeed.
In our home district, green tech innovators are at the vanguard of new technologies that will help us reduce our reliance on fossil fuels and lead the world in clean energy production.
