My Top 3 Priorities

  • Take a balanced approach to managing community growth, while ensuring environment is protected, and water resources are used prudently.
  • Use my project management experience to monitor progress of the Black Lake sewer consolidation project and the proposed Dana Reserve development.
  • Foster good NCSD customer service and communications with the community. Work collaboratively with the community, NCSD staff, and Board of Directors to achieve goals.

Experience

Biography

Phil enlisted in the US Air Force and served 2 tours of duty in the Vietnam War as a signals intelligence specialist, directly supporting tactical and strategic air operations over north Vietnam, Laos, and Cambodia.

Phil was reassigned to England where he worked on a number of advanced technical projects. After nine years service, he left the military and worked for Lockheed Missiles & Space Company as a senior mission controller, responsible for managing the command & control of advanced defense program satellites. He then worked in a number of European countries as a consultant in senior management and director level positions in the aerospace, telecommunications, and other technology industries.

He returned to the USA in 2006 and qualified as a Project Management Professional with the Project Management Institute. He worked as a project manager leading major IT projects for the County of San Luis Obispo. He subsequently retired as the SLO County communications manager in 2014.

Phil is a licensed amateur radio operator (ham) and holds a Federal Aviation Administration Part 107 sUAS (commercial drone) pilot's license. He is the president of the Fairways at Black Lake Homeowners Association, and is the Jr. Vice Commander for the Veterans of Foreign Wars South County (Nipomo) Post 10978. Phil lives in Nipomo with his wife and best friend, Janine.
